Traffic Alert: 16th Street and Burdick Expressway Closures for Reconstruction Project in Minot MINOT, N.D.

Drivers in southwest Minot should prepare for some traffic changes starting Tuesday, May 27, as construction kicks off on the 16th Street Reconstruction Project. Portions of 16th Street and Burdick Expressway will be closed to allow crews to begin pavement removal, storm sewer work, and paving. Refer to the enclosed map for details on road closure locations and intersections that will remain open. A temporary connection will be installed between Cook Drive and 18th Street, to serve as neighborhood-only access during construction for residents in the neighborhoods west of 16th Street and south of 14th Avenue SW. This temporary connection will be removed when the project is complete. Access to businesses and neighborhoods east of 16th Street will be from nearby side streets. Drivers are encouraged to plan ahead, allow for extra travel time, and take alternate routes when possible. Please slow down and use extra caution near construction zones—for your safety and the safety of the crews. North Dakota Department of Transportation

The North Dakota Department of Transportation has temporarily closed the eastbound ramp at the U.S. Highway 2 and U.S. Highway 83 interchange in Minot due to emergency culvert repairs. The ramp is expected to reopen within two weeks. During this time, motorists are advised to use alternative routes. Water Main Replacements

-University Avenue from 8th St NW to 12th St NW.

-10th Avenue NW from 8th St NW to 11th St NW

-9th St NW, 10th St NW, and 11th St NW between University Ave and 10th Ave NW

Crews have begun the work of installing temporary water lines to residences and other locations in this area. Major work will start once temporary water is installed and operational.

There will be traffic impacts during this project. Please use caution when driving through the area this summer. There will be a lot of heavy equipment and crew members on this project, which has a substantial completion date of late fall.

The Puppy Dog Coulee project will replace nearly 1,600 feet of failing storm sewers with new box culverts to the west, north, and east of Dakota Square Mall.

-New culverts near the intersection of 10th St SW/24th Ave SW on the east side of the mall, near Best Buy and Wings and Rings. The roadway will remain open to vehicle traffic, as work will be completed on one side at a time and a bypass road will be built for traffic.

-Phase 3 will install new box culverts on 22nd Ave SW just north of McDonald’s. A section of 22nd Ave SW will be closed during this phase.

- Phases 4-9 will install new box culverts and other infrastructure on a section of 16th St SW, a portion of 24th Ave SW, and on a section of Dakota Square Road west of Target. Work will also take place between Hotel Revel and Easter Seals. Traffic access will be maintained on 16th St SW when work is done on that phase, but a portion of Dakota Square Road will be closed during several phases. The project has a substantial completion date of July 31, 2026, with final completion by Oct. 2, 2026. Wagner Construction is the general contractor. The culverts convey storm water from west of Minot, under 16th St SW, through the area of the mall, and to the Highway 2 & 52 ditch. Statewide Construction Zones:

Rugby: ND 3 is closed from 4th ST SW North through 1st ST NW, please follow the detour signs to West truck route around Rugby. Project will last thru 10/17/2026

US 83/Snake Creek: USACOE Gate Valve cover has been damaged. Lane closure in place until repairs can be made. Speeds reduced to 60 MPH through lane closure. Project will last thru 7/31/2025

Williston: US2 9th Ave West to North of 34th street. Reduced to one lane, speed limits down to 25 mph. Project will last thru 10/25/25

6.3 Miles west of Cleveland Interchange/I94 East Bound Lanes: Contract Patching is expected to take place 5/29/2025 and last for a duration of 3 days or less. Lane closer will shift traffic to the Passing or Driving lane during this project. Flaggers will be present during construction hours.

Sterling Interchange/I-94 and US 83/ND14: Work will consist of a new bridge and ramps. The bridge will be closed during the reconstruction with the ramps remaining open via temporary roadways. Detours will be in place for the closed bridge. Project will last thru 10/18/2025

South Of Maza: Workers in area, watch for flaggers. Speed limit is reduced to 40 mph.

ND 6 North: NDDOT crews will be performing shoulder maintenance between mm 42-48, there will be flaggers stopping and directing the flow of traffic, be aware of slow moving and stopped vehicles.

Seat belts save lives.

They are the single most effective safety device to prevent death and injury in a motor vehicle crash. Seat belts restrain occupants in the vehicle’s designed protective space, giving them room to live in the event of a crash and prevents them from colliding with other occupants in the vehicle. A seat belt also keeps the driver correctly positioned behind the wheel to help maintain control of a vehicle. The failure to wear a seat belt results in more motor vehicle fatalities in North Dakota than most other factors.

Primary Seat Belt Law

  • All front seat and back seat occupants must be buckled up regardless of age.
  • Children younger than 8 years of age are required to ride in a child restraint (car seat or booster seat).
  • A correctly used seat belt may be substituted for children younger than 8 years of age who are at least 4'9" tall.

Current North Dakota Policy for Young Drivers:

  • Learner's Permit
    • At least 14 years old.
    • The holding period is 6 to 12 months. For example, a driver that starts the process at age 15 years old and 6 months only holds the permit for 6 months. In contrast, a driver that starts the process at 14 years old will hold the permit for 12 months.
    • Driver education is required if under age 16.
    • Minimum of 50 hours of supervised practice.
    • Must be accompanied by a licensed driver at least age 18.
  • Intermediate License
    • The holding period is up to 12 months (until teen reaches 16 years old). For example, a driver who receives their intermediate license at 15 holds it until they reach 16 years old. In contrast, a driver who receives their intermediate license at 15 years and 11 months will only hold it for 1 month.
    • Night driving restricted between 9 p.m. or sunset, whichever is later, and 5 a.m. for 6 months (with exceptions).
    • No policy on number of teen passengers.
    • No cell phone use.
    • No requirement to remain crash or conviction free.
  • Standard License
    • Minimum age of 16.
